Civilian emergency response organization personnel secure a simulated casualty to a gurney at Breivika Harbour in Tromsø, Norway, March 12, 2026. Emergency responders secured the simulated casualty before transporting them to the ambulance during a simulated mass-casualty reception exercise as part of exercise Cold Response 2026. During the scenario, approximately 80 to 100 role players acting as casualties arrived by vessel from a simulated “northern front” and were received by military and civilian responders operating within Norway’s total defense framework. Personnel conduct casualty reception, triage and coordinated transport operations before moving patients to University Hospital of North Norway for follow-on treatment. The exercise demonstrates cooperation between the Norwegian Armed Forces, allied partners and civilian agencies and aims to increase public understanding of the importance of Norway’s total defense system while strengthening coordination for large-scale emergency and wartime medical response.
