Lieutenant Colonel Starr is a native of Mesquite, Texas. Enlisting in October 1995, he completed recruit training at MCRD San Diego, California and was subsequently designated a Small Computer Systems Specialist. He was commissioned in May 2003 upon graduating from The Citadel and designated a Counterintelligence/Human Intelligence (CI/HUMINT) Officer upon completion of training.
Lieutenant Colonel Starr’s operational assignments include: Platoon Commander, CI/HUMINT Company, 2d Intelligence Battalion; CI/HUMINT Detachment Commander, 3rd Battalion, 6th Marines; CI/HUMINT Operations Officer, II Marine Expeditionary Force; CI/HUMINT Company Commander, 1st Intelligence Battalion; Operations Officer, 1st Intelligence Battalion; Staff CI/HUMINT Officer, Marine Expeditionary Brigade-Afghanistan; and G-3 Future Operations Officer/Assistant Chief of Staff G-2, 2d Marine Expeditionary Brigade.
Lieutenant Colonel Starr’s Supporting Establishment assignments include: Director, Marine Corps Air-Ground Task Force (MAGTF) CI/HUMINT Course, Marine Corps Intelligence Schools; Staff CI/HUMINT Officer, Marine Corps Forces Pacific; and Service HUMINT Manager, Intelligence Division, Headquarters Marine Corps.
Lieutenant Colonel Starr has participated in contingencies and named operations in the USCENTCOM, USPACOM, and USNORTHCOM areas of responsibility, including: three deployments in support of OPERATION IRAQI FREEDOM; two deployments in support of OPERATION ENDURING FREEDOM; OPERATION TOMODACHI, the disaster relief operation in Japan following the 2011 Tohoku earthquake and Tsunami; lead planner, Commander Task Force-189, the disaster relief response to hurricanes Irma and Maria in the Northeast Caribbean Sea; and Deputy G-3, Task Force-Northeast, the 2d Marine Expeditionary Brigade-led COVID-19 pandemic response in New England.
Lieutenant Colonel Starr holds the 0202 (MAGTF Intelligence Officer); 0204 (CI/HUMINT Officer); 0209 (MAGTF Intelligence Planner); and 0505 (MAGTF Planner) occupational specialties. His professional military education includes The Basic School; MAGTF CI/HUMINT Course; Joint HUMINT Manager’s Course; Expeditionary Warfare School; MAGTF Intelligence Officer Course; Marine Corps Command and Staff College; and the School of Advanced Military Studies. His personal decorations include the Meritorious Service Medal (second award); Navy and Marine Corps Commendation Medal (fifth award); Navy Achievement Medal; and the Combat Action Ribbon.
